Local Law 97 (LL97) was passed as a part of the Climate Mobilization Act of 2019 and aims to reduce building emissions in New York City by 40% in 2030 and 80% by 2050. A step in the right direction to reduce NYC’s greenhouse gas emissions, LL97 is the most aggressive and ambitious municipal climate law in the country. Beginning in 2024, LL97 will impose strict yearly GHG emission limits on large to mid-sized buildings (over 25,000 sqft) covered under the law.
On September 12, 2023 the NYC Department of Buildings (DOB), with input from the LL97 Advisory Board, released the second set of proposed rules that will help further determine how LL97 will be implemented. This kicked off a public comment period which will end with a public hearing on October 24th at 11am. We need to ensure that the City hears us loud and clear; LL97 needs to be implemented equitably and the law must not be weakened!
